This passage talks a lot about gloom and anguish (look it up if you don't believe me). But if you study the verb tenses, you will see that even though they are all in the future tense, the gloom, which turns to anguish is identified with the 'former time', and the 'latter time' is described as 'glorious'. Then look closer. The darkness is in past tense. The light is in present perfect! (Excuse me for the little grammar lesson - you can ask Siri if you don't remember what present perfect is.) All that to say, God is shining a light on the way we should go. We just need to walk into it. Why would God call us to do a job and not provide the way for us to do it?
