In the voice of one who knows sheep, they're pretty dumb. They get lost, they fall over and can't get up, they walk off cliffs... Fortunately, we have a good shepherd who watches out for us - ALL the time. Notice in the text: it starts with "the Lord", last few words are "the Lord", and in the middle is "O Lord" (v. 3). That pretty much tells the whole story.
