Conversation arc: Nicodemus, a teacher, tells Jesus what he knows. Jesus answers (off-topic?) what Nicodemus is really asking, and turns the whole conversation on its head. Nicodemus has so many questions his head is swimming! Maybe having questions is OK. The end of the arc is Jesus: I didn't come to condemn... but to save (v.17).
